Case description
The HACC found Fedor Avruka, former director of the Rivne Regional Medical Center, guilty of abusing his influence on members of the regional council commission for allowing the unimpeded transfer of municipal property to private ownership.
The official was given a bribe of UAH 150,000, of which he kept 50,000 for himself and gave the rest to unknown persons from the Rivne Regional Council.
In addition, Avruka incited to give a bribe to the deputy head of the regional council for making a decision to sell a land plot. The defendant estimated such services at USD 8,000.
After the council's decision to sell the land plot, Avruka said that if the buyer of the land plot wanted to lower the valuation of the land plot of the Novostav sanatorium from UAH 3.5 million to UAH 2.8 million, then they needed to hand over UAH 400,000 to the deputy head of the Rivne Regional Council. Avruka kept UAH 50,000 for himself and gave UAH 350,000 to the deputy head of the Rivne Regional Council.
The offense is qualified under Art. 369-2(3), Art. 27(4), Art. 369(4) of the Criminal Code of Ukraine. Avruka agreed to a plea deal, after which he was sentenced to 2 years of probation.
